Introduction

To promote cavern development in a sustainable manner, the Civil Engineering and Development Department commenced a study on the “Long-term Strategy for Cavern Development” in September 2012.

The study will formulate policy guidelines, prepare Cavern Master Plans and develop a systematic relocation programme for suitable Government facilities. The study will also review related technical guidelines and develop mechanisms for private sector participation. We will also carry out public engagement and consultation with relevant stakeholders.

The rock cavern initiative was highlighted in the 2013 to 2016 Policy Addresses.

History

Since early 1980s, the Civil Engineering and Development Department has conducted a series of studies to examine the technical feasibility of rock cavern development including:

• Underground Oil Storage Study - 1982
• A Study of the Potential Use of Underground Space (SPUN) - 1990
• Cavern Project Studies (CAPRO) - 1991
• Cavern Area Studies (CAS) - 1994
• Enhanced Use of Underground Space in Hong Kong Feasibility Study - 2011
